Worked example. A distributor processing $10M of annual commercial-card volume with an average Level 3 savings of roughly 0.75% per qualifying transaction = $75,000 per year in enhanced-data interchange savings. Can they coexist? Yes. Commercial Card Optimization and Clarity Payment Hub can run on the same Elavon MID. A common pattern: keep Commercial Card Optimization running on legacy manual-entry flows, and route new ERP-driven invoicing volume through Payment Hub where Level 3 qualifies on its own clean data. Over time, as the ERP-integrated flow absorbs more of the volume, the share under the 75/25 split shrinks and the share under 100%-retained grows.

CEDP readiness and Level 3 on Converge, Fusebox, and Opayo

Visa's Commercial Enhanced Data Program (CEDP) is no longer a future concern. Enforcement began April 2025, and the full Level 2 sunset for U.S. commercial and purchasing cards completes in April 2026. Elavon's gateways accept the enhanced-data fields, but they have to be populated, transaction by transaction, from validated invoice data.

How Elavon's Level 3 program actually works

Level 2 and Level 3 are enhanced data fields that the card networks require to qualify large B2B card transactions for the lowest interchange tiers. Level 2 adds sales tax and customer code. Level 3 adds invoice line items, purchase order number, freight, duty, product codes, unit of measure, and more. Converge, Fusebox, and Opayo all accept those fields, but something upstream has to populate them.

Most merchants processing through Elavon pass bare-minimum Level 1 data and leave the Level 2/3 fields empty, which is precisely why Commercial Card Optimization exists, Elavon's offer is "we'll fire the fields for you, keep 75% of the savings in exchange." Clarity Payment Hub offers the alternative: the data is already in your ERP, we pass it through automatically on every eligible transaction, and 100% of the savings stay with you.

On $5M of annual commercial-card volume, the gap between standard commercial interchange and the Level 3-qualified B2B tier is typically worth $40,000–$75,000 per year in recovered margin, with no change to sales price and no change to customer experience.

CEDP timing matters. Visa began CEDP enforcement April 2025. The full Level 2 sunset for U.S. commercial, corporate, fleet, and purchasing cards completes April 2026: which means merchants without a verified-merchant status and without validated Level 3 data in their payment flow are about to see B2B interchange quietly step up. Elavon's Commercial Card Optimization is a managed revshare program: Elavon fires Level 2/3 interchange qualification on your behalf, then retains 75% of the interchange savings while the merchant keeps 25%.
